An always-on connection is linked to your ISP and is online whenever your computer and modem are on, even if you are you actively accessing the Internet. An always-on connection can have static or dynamic IF address. With an always-on connection your dynamic IF address might seem like static one because the address can remain the same unless you turn off your modem or your service provider has an outage.
